This is one of my pet hates. The fact that people are allowed to sell these illegal part worn tyres. Of course, and get away with it, (well some of them). This is not the first time that the part worn tyre problem has come to haunt the industry. It last raised its ugly head in the late 1980’s and early 1990’s.

There was a huge outcry from within the tyre industry. Consequently, which eventually led to the Government setting certain standards. Of course, that would allow part worn tyres to be sold legally. These are listed below courtesy of tyresafe.org.

Under The Motor Vehicle Tyres (Safety) Regulations 1994 (reg.7.) part of the Consumer Protection Act, it is an offense for anyone to sell Part Worn Tyres UK that do not meet the following principal requirements:

1-   The structural integrity must not be compromised. It should be free of large cuts, any bulges or lumps both internally and externally. No plies or cords should be exposed.

2- Tyres must have passed an inflation test prior to sale.

3- The original grooves must still be clearly visible in their entirety and must be to a depth of at least 2mm across the full breadth of the tread, around its entire circumference.

4-  Part worn tyres which have not been retreaded must clearly show the relevant ‘E’ mark alongside which ‘PART-WORN’ must be permanently and legibly applied in letters at least 4 mm high. These words cannot be hot branded or cut into the tyre.

5- Part-worn tyres that have been retreaded must have one of the following:

BS AU 144b, 144c, 144d, or 144e markings on the side wall (if first supplied as a retread on or before 31 December 2003 an ECE approval mark (if first supplied as a retread on or after 1 January 2004)

So, the word ‘RETREAD’ moulded onto or into its sidewall (in upper case letters at least 4 mm high) and further markings in accordance with ECE rules. You may need to seek further advice as to which rules apply

The indication ‘PART WORN‘ must also appear next to the BS or ECE approval mark, or next to the word ‘RETREAD’

For tyres marked BS AU 144e, a speed category symbol and load capacity marking should be present.

A tyre has to comply with all these requirements whether or not it is fitted to a rim.

Small bucket shops began to open up all over the country. Selling any old tyre rubbish as Part Worn tyres. Not only was I wrong but these tyres were being sold with total disregard for the 1994 regulations, it is as though they never existed? Many trade bodies have been lobbying our government and people like me have been venting our frustration at the way that these tyres have been openly sold without any regard to safety or the 1994 regulations.

My main concern is purely the safety aspects for the thousands of motorists that buy these things, not knowing there condition or where they came from. It is good, however, that some trading standards department are once again raiding the premises of these people and prosecuting them for their actions. This is also occurring in the USA, The whole world is finally opening their eyes to the vast safety problem associated with these part worn accidents waiting to happen.

Is it legal to run off grid in the USA! I might  sound pessimistic, but what if you are having problems with your battery power storage ?

This whole scenario of battery Power Storage and off grid electricity! So, is now going above my head? Tesla cars are now claiming that the Lithium-Ion battery unit. Of course, that drives their cars.  Could be used to store solar energy for the average family home for a good three and a  half days. (or should it be nights).

Regarding the power that we would need to power the average home,. Would be cheaper than the power supplied the grid. The total cost of solar panels or wind turbines combined with a large enough battery storage pack that would adequately cope with all the power that was needed without totally flattening the batteries

and looking after itself when the owners were away would surely outweigh the cost of mains electricity You would also need a backup diesel generator to use as a backup up for your solar system should

I know that there are whole island populations that are now using a solar power electricity system that has a huge battery power storage system that fits into a 20-foot container. A French battery company named Saft set up the system. Consequently, the island is in the Caribbean group of islands. So can rely on a constant supply of sunshine. But the experts say that these systems can work across most of the world, using the sun that is available to them.

I am not sure if there are many other battery projects on the go. But the way I see it as a layman, is that all the experts from all the countries are just going there one way, when what is needed is the getting together of heads and experimenting on housing developments that are nothing like the ones today. These developments would be away from the national grid and would be totally environmentally friendly using all the latest materials for insulation, (I see that here in the UK we are starting to revert back to straw as an insulation material).

Importantly, with the homes facing the right way (south) and totally insulated. This, in my opinion, is going the right way. However, to go further, each development should have its own battery-powered Power Storage system. Which connects all the homes together. Solar panels and, if possible, a wind turbine will power the initial electricity.

In my opinion the problem lies with the fact that everything is based on converting new systems from old. But I do not think this will work. You cannot just disconnect yourself from the grid! Because of many other issues. Including where the old electric cables run. Of course, what if you wanted to sell the house. Because, it will be mixing lots of old problems with new problems. I have solar panels fitted to my roof and think that they look fine. However, I know some people who hate the site of them! I won’t even go into wind-turbines.

We need some good joined-up thinking and we need to build proper working experimental housing developments using the latest technology and test it out over a number of years. When I hear Tesla talking about their car battery storage power for home owners, it makes me cringe,

So, when you own a garage in the same town as the main dealer,

. You are more likely to get second- and third-hand cars in with problems. Of course, rather than the customer taking their car back to the usually more expensive main dealer,. And why not? In most cases, we have just as good equipment and knowledgeable staff as the main dealers anyway. If we get stuck with a technical problem,. Importantly, we also have a network of people who specialise in the making of cars. So from where has the problem arisen? So, we can always rely on their help if such an occurrence arises.

The problems that can happen are usually electrical, and although we have an array of scanners and computers, they don’t always get down to the problem, so we have to seek help from a friend who is a specialist in that field. This, however, did not apply to one of the jobs that a customer left with us the other week.

The guy left the Peugeot 206 with us, and Ryan decided the best plan was to plug the car into our scanner and see if anything showed up there. We often get similar problems with these

Sometimes the owner says that the engine feels like it is misfiring

Such as a guy who recently called in with his 206 GT. This one ended up having an injector problem, and we fixed it accordingly.

The scanner we used was a Solus Pro from Sun Equipment. Subsequently, we came up with the fault code R0270 in the injector cylinder 4 circuit. This was a very clear indication of what the problem was .

So, I always find it strange to hear my customers say, “Will my car be insured if I fit winter tyres?”. I used to think that they were joking at first. But for some reason, they were very serious. Apparently, it was something that they had read in a national newspaper. When I checked this out, it said that if you modify or change your car from the original specs,. So, then you should inform your insurance company. Subsequently, you could not be insured in case you had an accident.

I suspect that this covers thousands of motorists. Importantly, driving about today, “with what they would consider minor adjustments” to their cars. Of course, such as fitting winter tyres or a “go faster stripe “down the side.

As I stated earlier in this article,. So, the insurance companies often increased the cost of your insurance if you modified your car in any way and did not inform them; things like an upgraded, modified engine spring to mind. My own advice would be to inform your insurance company that you are fitting winter tyres. You will, not have to pay any extra premiums.
