The reform was all about setting new rules to take into account the intensity of competition on the markets for the distribution of motor vehicles and spare parts. Also for the provision of repair and maintenance services. It covers cars, trucks and buses, and all types of garage small or large.

The Commission found that competition in the market for the sale of new vehicles is strong. In this light, the current sector-specific rules create an unnecessary straitjacket that prevents

car manufacturers from organising their distribution systems as they see fit. The European Commission has therefore aligned the rules applicable to motor vehicle distribution. This applies with those that apply to distribution agreements in other sectors but with a three-year transition period to allow dealers to adapt to the new measures.

Competition on the markets for repair and maintenance and for spare parts distribution is less intense. This is a risk to consumers who may be harmed by anti-competitive practices. This could push up Car Repair Costs when Servicing a Car. Unlike car prices, the cost of the average repair job and  servicing has actually risen over the past years.

This also includes  servicing costs during the present crisis. They are more price-sensitive and drive older vehicles that require more regular maintenance. The EU Commission has put in place a tougher regime for these markets. They will make it easier to enforce the rules. Particular problematic issues include holding back technical information and not releasing spare parts, and refusing to honour warranties when consumers have their cars repaired at independent garage servicing facilities.

The EU Commission remains committed to vigorously enforce the rules on access to technical information. This was demonstrated in four cases brought in 2007. This was to ensure that car manufacturers disclose the necessary information to independent repairers and garage servicing facilities. The EU Commission will constantly monitor the situation in the markets for motor vehicle and spare parts distribution, as well as in the market for the provision of repair and maintenance services including garage servicing companies. The EU Commission will also monitor the application of the Regulation, in cooperation with National Competition Authorities and stakeholders. Once again the UK garage and motor industry can continue to work hard and give the public the service and competitive pricing they deserve.

In these days of busy motorists having to get up to work earlier than ever, there is nothing worse than turning the car key and strange noises come from under your vehicle’s bonnet because of your CAR Won’t START! Or even worse still no noises at all. This usually happens on the first cold day of Autumn, and here in Car Will Not Startthe UK, this is usually October.

This October has been no exception. With some motorists calling us because their car will not start. This occurrence is an all too common phenomenon. Thus, even if you maintain your car at regular intervals. Therefore, there is no real way of telling when your engine will let you down. (unless your service centre gives you a 12 Volt Battery test report and you act on the findings).So, you can be sure that it is when you less expect it to, or you are on your way to that special occasion and when you turn the key, nothing happens, just a loud grating noise or a whirring sound from under your bonnet and your CAR Won’t START. You always fear the worse, but we find that on 90% of the time, then the problem is usually simple.

The system that enables your car to start is a relatively straightforward thing to understand. In most basic cars the ignition system works as such. When you turn your ignition switch, your batteries stored voltage travels to the ignition switch, it then goes to the next component which is the starter relay and the starter motor. This voltage then spins the starter motor which engages its gears into the gears of the flywheel, thus turning the cars engine over.

If everything else in the engine is in good working order. Hence, the car has enough of the right fuel in the tank, then the car will start, and off you go.

Other less common reasons why your car may not start, could be no fuel, not enough spark to your engine cylinders, loose battery terminals, damaged starter wires, but it will be your battery that fails.

In general the older your car, the more chance you have of the battery letting you down.
